My local bike shop used to get Wal*Mart-assembled bikes in for repair where the handle bars were installed with the front forks raking backwards.

Does Mcmaster Carr carry the odd hardware you were looking for..? not cheap but they carry a decent selection. Wow they have a nice selection like Grainger but at about 1/2 the price. Earlier this year I went to Barnes and Noble to buy vinyl.
Going through the bins reminded me of an earlier time 40 years ago at the mall doing exactly the same thing.
